History In the early 1900s, German immigrants moved to America and wanted to learn English. The majority of these immigrants went to public schools in order to learn English. However, there were students who were having difficulties with their English skills and there was an increasing demand for teachers who could offer English classes to these students. The Board of Education, which was in charge of providing education to students, searched for teachers to help these students learn to read, write and speak English. From the years of 1910 to 1918, the board established a school for foreign-language students, which was located in Madison, Wisconsin. This school was used to teach German, French, Spanish, and Latin students. These students often had no need for an English class because they were learning another language. In 1926, the school for foreign-language students was moved to Madison, Wisconsin, and renamed as the German-language school. This school was located in the West Hall on the ground floor of the old basement of the Administration Building at the University of Wisconsin-Madison. In April of 1931, the school was renamed as the English-language school. This school was located in a basement of the English Building. The school had 6 teachers and 30 students. In 1941, the English-language school was moved to the East Hall of the Main Building. The school had 10 teachers and 70 students. In 1946, the school was moved to the west side of the building and was named as the graduate center. This school had an ESL program for teachers to teach native speakers how to teach English. In 1948, the graduate center was renamed as the regional center. In 1951, the regional center was renamed as the "ESL Center" and it offered a 2-year M.Ed. in English for Native Speakers. In 1969, the ESL Center moved to the ground floor of the Main Building, which is now part of the Center for Teaching and Learning.
